The Advisory Committee shall have the following responsibilities:

i) To provide advice and recommendations to the State Engineer on rules and regulations to comply with the terms of Senate Bill 04-222, including the following:

ii) to protect senior water rights;

iii) to prevent unreasonable underground water level declines;

iv) to maintain sustainable underground water supplies;

v) to encourage the use of ground water management subdistricts, including the development of presumptive reporting requirements and other guidelines;

vi) to assure that the use of underground water shall not unreasonably interfere with the State of Colorado’s ability to fulfill its obligations under the Rio Grande Compact; and,

vii) to establish criteria for the beginning and end of the Water Division 3 irrigation season for all irrigation water rights.
